Speed Test Confirms MTN Has the Fastest Internet in Uganda As it Maintains its Leadership Position

New data collected from independent tests carried out on Speedtest.net indicate MTN Uganda has maintained a substantial distance ahead of competition in the provision of high speed Internet in Uganda.

The tests, carried out at various locations around Kampala put MTN’s average 3G speed at 11.793Mbps ahead of Africell’s 5.467Mbps and Airtel’s 4.826Mbps, according to data from Speedtest.net.

Speedtest.net is a web service that provides free analysis of Internet access parameters, such as connection data rate.

MTN’s 4G/LTE network, which was re-launched last year with countrywide coverage, exhibited speeds in excess of 60Mbps, with the highest speed of 68.84Mpbs being recorded at Garden City in Kampala.

With the widest 4G footprint in Uganda, MTN last year announced it had increased its network investment in a bid to deliver a world-class experience to its customers.

“To lead innovation means enabling our customers to do more in their lives, thereby delivering on our vision of a bold new digital world. Our customers are looking for a differentiated user experience with affordable data products and services,” said Mr Brian Gouldie, CEO of MTN Uganda at the launch of LTE in July 2015.

MTN Uganda is taking an initiative, not only to bring the internet to some communities for the first time, but also to upgrade those using traditional technologies like 2G to faster and wider 3G internet connectivity.

Ericsson estimates that doubling the speed of broadband can directly impact the GDP growth by 0.3%, while according to UNESCO, for every 10% increase in data penetration, developing countries could add as much as 1.3% growth to their GDP. Such is the significance of internet in the modern era.

MTN would like to continue to drive growth in data access and connectivity, leveraging its extensive investment over the past 3 years as well as to increase access to affordable 3G devices, thereby maintaining its leadership position in the provision of data services in Uganda.

MTN’s leadership in the Internet category dates back to 2010, where MTN Uganda showed its commitment to all its customers, by giving 10 MB of free data every month, an offering that was later increased to 15 MB, to be enjoyed all its customers until recently. This proposition was anchored by the Internet is a Human Right campaign that launched in 2011.

‪‎ Uganda Presidential Election 2016: Could The Last Few Weeks To Election Precipitate Violence?

$

On Tuesday 5th January 2016 Rt. Hon Ruhakana Rugunda the Prime Minister of Uganda sounded an alarm to the public that the opposition within Uganda was training militia.

According to inside sources, this was a speech prepared for him to read by State House. State House main target of this speech are the two main competitors Rt. Hon Amama Mbabazi, the Former Prime Minister of Uganda and Col (Rtd) Kizza Besigye his long-time political opponent.

This press release was meant to lay grounds for the actions that are to come in the coming weeks. Mr. Museveni is known to threaten violence against any or all opposition to his 30-year rule. His past history has been to enter a phase of scaremongering at least one month to elections. This is intended to create the necessary fear to keep Ugandans away from the polls on voting day.

In all previous elections (1996-2011) Museveni has done this by wearing military fatigue and going on various televisions to say he is setting up a joint security committee to look into these allegations of militia. This is always the cue for the army to enter the electoral process. However this time, Prime Minister Rugunda was left with the task of taking the first preemptive action in what is widely seen as an intended crackdown of all opposition to Museveni’s rule.

1996 smear campaign

This pattern began in 1996 with his challenger then, Mr. Paulo Kawanga Ssemwogere whom his state apparatus accused of plans to return exiled Ex-President Obote to power. Mr. Nagenda his long time Senior Press Advisor admitted that the Movement did indeed plant stories in the New Vision depicting skulls of the Luwero dead to remind citizens of the dangers of voting anyone else other than Museveni. In 2015 Mr. Museveni himself at numerous rallies indicated that voting him out would lead to his return to the bush.

2001 witch-hunt of opposition

In 2001, the New Vision printing press was used as an outlet for leaflets allegedly printed by Col (Rtd) Kizza Besigye asking Ugandans to rise up and slaughter the Banyankore, Museveni’s ethnic tribe. The group that was in charge of this exercise was called “Peace Coalition”. The leaflets contained pictures of machetes and Muscle men aka “Kanyamas”. Peace Coalition alleged that Besigye was buying and distributing these tools to start genocide after his loss. As a result of this, many of Besigye’s campaign and polling agents’ homes were surrounded by security on the eve of the elections and they were arrested and detained for 24 hours until the voting exercise was over.

2006 rape and treason charges

In 2006, Kizza Besigye faced numerous court battles and allegations. From the alleged rape of his wife’s niece Ms Kyakuwa to his training an army to overthrow government. He consequently spent 54 days of that election season in jail. There were 90 days in that election. This reverse psychology is a hallmark of Mr. Museveni’s campaign.

Election Violence In Uganda

Election Violence In Uganda

In 2016, Mr. Museveni’s machinations have turned towards his old time friend and now enemy, Amama Mbabazi. He has released the entire state machinery against his opponent in a bid to kill the voice of change. The Ntungamo incident of mid December 2015 remains very much the central reason given for this violence however the violence began long before Ntungamo and is set to escalate towards elections.

As a result of this violence, twenty four members of the Go Forward team were picked up from Amama Mbabazi’s campaign headquarters on the 17th December, 2015. Most of them were released the next day save for eleven. These eleven were arraigned in Ntungamo Magistrates court as perpetuators of violence.

Shortly after that incident, redtop Military personnel in three large lorries moved a cache of guns to the house neighbouring Go Forward offices. The building is located at Plot 31 Nakasero road and does not have a tenant presently. The estimates of guns moved to this building are about seven hundred (700). This happened on the 23rd December 2015 between midnight and 3am. (Ed. Note. We failed to ascertain the truth regarding this allegations from UPDF and security)

Presidential Rivals Fear Election Violence

Presidential Rivals Fear Election Violence

To build a possible treason case, it is believed that the eleven appearing before Ntungamo Magistrate Richard Ndangwa have been divided into two groups. One group was taken in the middle of the night to visit Mrs. Janet Museveni at her constituency residence. Here she offered them a deal to renounce Amama and turn State witnesses. They were encouraged to testify that they have been trained as private militia and they know where Go Forward’s cache of guns is hidden.

In return she said they would have more lenient penalties. Further to this Mrs. Museveni met with Seven hundred Mothers Union members at State House Entebbe where she encouraged them to support her husband. The women were divided into cells of six (6) women.

The total numbers of cells were 116. This is the same message of hate being preached by the crime preventers in their respective villages. In Kampala, meetings headed by the DISO, RCC, Police and Crime preventer leaders resolved to create several groups known as Kikoosi.

These groups are to increase the crime in Kampala within the last five weeks of the election. The crimes include breaking into cars, pick-pocketing, Iron bar “katayimbwa” attacks, and violent attacks on individuals walking to and from work.

These preemptive attacks would justify the Uganda Police efforts to outlaw any groups that each competitor has prepared to protect their vote as they would be labeled “militia”. This directly impacts on Power 10, an FDC youth group that intends to guard the vote on Election Day.

These actions will also allow the NRM government to arrest and detain the two main opponents and by so doing cause fear among their supporters.

The latest that we have is that singers Sheeba Karungi and Pallaso of the ‘Mundongo’ song fame are already in the studios working on two joint Collabo singles that they will be releasing soon.

Pallaso’s on and off manager tells us that, Gizzard that the pair has been busy at Aziz Azion’s Studio and also Audio one that is owned by star producer Paddy “cooking” up the two songs that they hope will become eventual monster hit chart busters.

The same source also told us that Pallaso and his team has been trying to lure Sheeba to his Team Good music team arguing that they would be doing far better musically and give other artistes a run for their money if they worked as a team.

It should be noted that while they were part of the Team No Sleep outfit owned then by Jeff Kiwa, they had become a force to reckon with in the industry.

What Do HR Managers Look For Before Hiring? Here Are Some Useful Tactics That Could Genuinely Make You Stand Out

$

By Mariam Kigongo

We all have had of some few experiences that are more humbling and for sure sometimes frustrating than reducing your life’s work and experience to the few pieces of paper that every applicant knows as a cover letter and resume.

Despite the fact that we spend so much time perfecting these documents yet, it all boils down to whom you are handing them to. For a fact, the person making the hiring decision takes only 15 seconds on average to know whether to say “yes”, “maybe” or “no”.  While presenting yourself through a resume and cover letter is a tough challenge we all have to face, there are several useful tactics that could genuinely make you, and your potential value to the organization, stand out.

Whenever you seat down to prepare a cover letter and resume, always take a moment to get inside the head of the person doing the first screening. These are ultimately the only three things an employer asks during those crucial seconds of analysis, that everyone should take note of and follow: –

Can you do the job?

“Basically what this means; do you have the skills, experience, and education to be able to fulfil all the requirements needed in the job description? Or have you demonstrated that you are able to succeed in a similar role or under any similar circumstances?”

Don’t expect employers to figure out how your past experiences can be applicable to the position in question. All bullet points on your resume should explain and demonstrate what you could do if you were hired.  For instance, you may know that your Graphic design work can have some few aspects of marketing and communication or administration where you can apply these skills into these jobs.

READ ALSO: Everjobs Uganda Holds First CV And Job Interview Workshop

It’s useful to explain further so the employer can get a good understanding where to place you. Spell out how all your experience can directly relate to the job for which you’re applying for in regards to the job description.

You should always remember that your resume isn’t merely a way to show what you have accomplished in the past, but it also can be one of your best tools to demonstrate what you could accomplish for each organization. There are so many ways to improve your resume, some of which are among Everjobs job journals. These are very helpful in guiding one to write the perfect resume and cover letter. All one has to do is sign up to www.everjobs.ug create an account and look through the job journals for guidance.

Will you manage to do the job?

“This simply means are you committed to the mission and issue of the organization? Have you already demonstrated the work ethic necessary to succeed in this specific line of work?”

I have seen so many candidates coming to the everjobs Uganda office very dedicated and committed to finding a job. They wake up early and come to the everjobs Uganda team for guidance. We see their drive and commitment, and as a team, we are always ready to assist. Be committed to all that you do, whether it’s for looking for a job or work ethic.

Will you be able to fit in?

“Can you relate in terms of speaking the language of the organization or company? Do you exhibit enthusiasm for this particular job at any agency? Does your sense of humour resonate with the prospective workplace?”

These are all aspects employers want to know to see that you will feel comfortable working in the organization and that you can relate with your colleagues.  Your ability to fit in with any organization’s culture is not something you have a lot of control over.  Some people can relate it to dating; you and your date either have chemistry or you don’t. Hellen Nakyeyune, the Business Growth Manager of Everjobs Uganda, says, “It’s all about having the right attitude for every interview you go for. If you are not confident, you lower your chances to make a good impression for the employer to hire you.”

Lastly, most important key points to keep in mind;

Never lose hope after an interview. Be patient, don’t keep idol, and always apply to other different jobs to keep busy. This maintains your levels of enthusiasm and also raises your chances of finding employment. During the CV workshop last year in December 17th 2015, we invited the HR managers of Picfare, East African Business Week and Jovago to address the applicants on what to consider when going for an interview. We also held interviews where applicants got a chance to interact with the HR bosses of these three companies, and also attained certificates for participating in the CV workshop.

job

Patrick Kaboyo, the Business Growth Manager of Everjobs Uganda says, “84% of hiring managers at non-profit organizations have responsibilities in at least one other area, most often in program management, communications, or even in office management.” He adds, “Lack of time is one of the biggest reasons why they say it can take a while to get back to you. For this reason, it is always too good to leave a thank you email or note, expressing your appreciation of their time taken to interview you. This not only depicts good ethical behaviour on your part, but also leaves them with a good impression about you.”

Hellen adds, “Don’t call them constantly, they’ll call you.  Also because of their limited time and resources, 40% of hiring managers prefer that you follow up about your job application status. Keep in mind, this doesn’t mean that 60% like it!  Just a few say they don’t, so its always best to send out a thank you email and be patient as you look somewhere else, keeping your options open.”

Every Job interview you go for, always show your passion about the job. Convince the hiring manager to see your strive and ambition about the company and also tell them about other skills you may possess that could be useful for the company as well.

Always keep in mind that your cover letter and resume are meant to attract hiring managers’ attention and lure them to invite you for an interview. Make these applications convincing and true so the hiring managers would not only be interested in where you went to school, but also in the achievements or qualifications you may have that he / she would like to know more about.

One cannot visit Kampala and not try out the nightlife; it is rather a spectacular activity to be involved in. Somehow the places that looked dead and boring during day come to life with music blaring from every tiny hangout in town. Jovago brings you some quick tips to ensure you get a feel of the pulsating Kampala nightlife.

There is a pulsating feel in the air as the dust settles in and the night crawlers emerge dressed up ready to enjoy and make the most of the night. Kampala has a very active nightlife that is sure to keep party lovers up till morning, there are hangouts for everyone all over town so rest assured that there’s always a place to be patronized daily.

The best part about Kampala at night is that regardless of the t neighbourhood, there is always a place to unwind. The most frequented “happening joints” as the young crowd would call it, are usually extra packed on weeknights because they have a certain loyal following and are always coming up with something new to keep crowds coming back and spending every night.

Kampala Nightlife

Depending on what your wallet is, hangouts located in more affluent neighbourhoods like Kololo and Nakasero are usually a little laid back and with a heavier price tag on the drinks that will set you back a couple of shillings compared to those in areas like Kabalagala and Wandegeya.

On days close to the weekend, there is always a live band playing at one of the popular places and depending on how popular they are, the place will be packed and even more lively than usual. Concerts are often organized on Fridays as it’s the busiest night of the week since most people do not have work the next morning so it is always going to be another one of those “till dawn” nights out.

Why Presidential Candidate Eng. Elton Joseph Mabirizi Should Not Be Faulted For Maiden Presidential Debate

By Munyegera Ricardo John

Many of us were glued to our sets while others at Serena Hotel awaiting the showdown of the presidential Candidates debate. The debate went on well not forgetting the absenteeism of President Yoweri Kaguta Museveni. In fact he was so right never to get there after all some of the organizers were also missing. Not even, Mufti Mubajje, or Supreme Mufti Kasozi Ndirangwa, Archbishop Stanley Ntagali or Cyprian Lwanga.

I kept on asking myself was Pastor Sserwadda in the proximity to the debate or fasting?  I wondered why the inter-religious council bosses were missing yet they were supposed to be there. From the grapevine, the so-called famous religious heads were missing. Okay, we can agree that the elders were there, however was that proper. But that’s a story for another day as of today; I would like to point my small and shortest finger to his Excellency Mabirizi. The moment everyone heard and watched him mention things like, “down there”, then where, and he repeated, “Down there”. This was enough to understand the man according to me. A true Ugandan indeed!

One of my friends joked that; if He becomes the next president of Uganda, then Queen Elizabeth will be back to Uganda for another common wealth Heads of Meeting (CHOGM), so that she arrests all the missionaries, imperialists and colonialists she sent here to teach the language for having failed her mission to this Pearl of Africa nation so miserably!

As if that was not enough then Uganda’s social media Professors took the lead on asking question who answered what and who won what. From the word go, that debate was bound to be like that even though many insist Maureen Kyalya or Abed Bwanika would have taken the night as we try to recover from the comical Prof. Baryamureeba and his close comedian HE President Mabirizi.

But anyway Ugandans are like that because they pass judgment so easily to either the one who never appeared or the other who almost fainted when he was asked a series of questions in a row and he decided to say, “I never knew that”. So, before we get carried away I would like to address this argument that we’re all like HE President Mabirizi. We jump into accusations, throw-in empty threats, we never believe in ourselves for anything plausible in politics or leadership. That’s why I think many of us are simply like pash-mina.

Many think that Kyalya, Baryamureeba or Mabirizi were only party-poopers but the fact remains that, they are simply any embodiment of a common Ugandan like me and you.

When President Museveni called the debate more-less a primary school debate, then I realized the Ugandans he has been in control for the last 30 years. If it’s true he thinks that debate was like that, and then it implies that he has so far not nurtured any of the promising leaders in his fundamental change rhetoric of 1986. If that’s the way forward and steady progress as we think, then he is right in his own way like any other common Ugandan not different.

Al Hajji Nasser Ntege Ssebaggala and Joseph Mabirizi

Al Hajji Nasser Ntege Ssebaggala and Joseph Mabirizi

What I pick from this is simply the fact that, at least HE President Mabirizi is a true Ugandan citizen who can raise his arm in pain and point at the problem not like the likes of many who are indeed endlessly criticizing him. For a Ugandan who has been here for more than 20 years, one, can remember that Abed Bwanika was almost the Mabirizi by his first time attempt to the big office in the land.

We have many senior six graduates in parliament, who are truly there by accident! This also points to our education system and what comes out from this sector. Many are products of this because we’re Ugandans as a few can manage to send their children abroad. The gospel truth of this education system is a replica of the many ‘Mabirizi’s we’re; For God and my Country.

The Truth Of The Opinion Polls In Ugandan Elections Can Only Be Justified After Polling Day, 18th February 2016

By Munyegera Ricardo John

Both the Research world in partnership with NGO Forum and the New Vision opinion polls give Museveni the lead in the presidential elections which are to take place on 18th February 2016. This might be hitherto to what will happen in the near future or what will befall the nation. Between 51% and 71% the difference is the same.

With the first three presidential candidates standing as in president Yoweri Museveni followed by Dr. Kiiza Besigye and Hon. Amama Mbabazi trailing in the third. Not much drama is expected in the elections now based on the fact that as we get near to the elections the fear factor at 44% and those who expect the rigging of elections at 27%, then the Pandora’s Box has just been opened.

Dr. Patrick Wakida sounds great in reasoning about his report and the basic statistics but what about the valuables to be taken in consideration; and what about the margin of era in them? Both questions are to be answered on 18th February.

With opinion polls standing at that, there are several reasons to believe or not to believe them but still this has never changed through the 30 years of the NRM’s leadership in the name of fundamental change. For those who support NRMO, will always confirm just the polls while those on the other side of the road will always complain on either the people contacted or which places in particular.

Those will be the endless talks with both the NRMO arguing that it’s unfair for them as they expect an 80% and above while those on the opposition say the same. That’s the real Ugandan politics that even someone weak or not will always claim that he or she has won. It’s quite flimsy to believe a politician but still we need leaders therefore it’s from them that we need to have one. Come 18th February, go in big numbers and vote for your favorite leader with good policies which can lead Uganda to another level not to believe the opinion polls.

If we all believe that the opinion polls are not exemplary to our opinions, then let’s do the needful and do the right choice. The problem recited was based fear and people do not know when the elections are to take place especially in rural Uganda while others mentioned fear of chaos and reign of terror if the incumbent isn’t in the lead. This therefore calls for questions on security and how peace is to be maintained. With this in mind, it also shows the divide between the voters in urban centers to those in villages. Many in rural Uganda vote for NRMO with those in towns are voting for change or defiance with pockets of a few voting for NRMO still.

If these reflections are genuinely true, then nothing is near to change in the political game. If you really put this in context, many Ugandans live in villages while a certain 35% average live in towns. To break a block vote of 65% average Ugandans in villages voting for Museveni, then the national elections are just ritual not a reality yardstick for change or no change. That’s sometimes the problem of democracy in that the one with a big number of voters win not looking at what they have to do for our society.

Polls

Polls

I’m not saying that the people in the villages are wholly never to believe in opposition but the challenge is here. Many political parties are embroiled into problems of leadership and other internal problems not forgetting the antagonism played by the government in the previous years like holding all opposition leaders in only towns, house arrests, preventive arrests and among others. This therefore shows a lopsided political game as the NRMO chaps have been on the ground while in many districts many have just heard of opposition leaders but have no grassroots people campaigning for them.

In such circumstances, never trust even the crowds coming to listen or to see either Kiiza Besigye or Amama Mbabazi. Many might have come to see who exactly one of them is not exactly decided on who of them to vote for. At one rally of Museveni, I remember one person in the crowd observed that, he had actually come to watch the musicians not exactly to listen to the president. His reasoning was like; he will promise the same promises and will never do so; so there’s nothing new beyond the promises to listen to. Many others echoed the same in different rallies and those are many in these crowds especially in rural Uganda. Therefore using the crowds’ yardstick has a lot of loopholes too. For those who look forward to disapproving the opinion polls, come 18th February vote in big numbers while those accepting the polls as being true, also go and vote in big numbers as we all wait for the next five years. As usual; for God and my Country.

BADBLOOD Brewing Between Buikwe RDC Nasser Manuulo And His Deputy Mitala Emmy As RDC Has History Of Corruption

By Patrick Jaramogi

They are supposed to represent the interests of the office of the President and create harmony among the community but these two; the Resident District Commissioner Buikwe Munuulo Nasser and his deputy Mitala Emmy are not Seeing Eye to eye even though they are all Basoga from Iganga and Kamuli respectively.

As we talk, the Investigator has learnt that the two may either lose their jobs or be transferred following an investigation by the Minister for Presidency Frank Tumwebaze. The investigation follows a petition filed by the RDC Munnulo Nasser against his deputy Emmy Mitala regarding the later’ acts which the RDC deemed is not befitting of a person representing the person of the president.

Wild accusations against Mitala Emmy (DRDC)

Munnulo, who filed the petition against Mitala last week, accuses him of a number of serious “gross misconduct”.

He says on October 22 2015, the deputy RDC Mitala Emmy tampered with fuel exhibits impounded from the Mukono- Katosi road construction works. That, Mitala along with two police officers; Hamidu Musa PC No. 55778 and Laker Robert No. 47459 went out on an operation and impounded 16 litres of diesel which they misappropriated.

Mitala similarly on October 23 2015 signed for fuel under vide SD 06/23/10/15 from Buikwe police station under mysterious circumstances which he used for his personal use. Munuulo in his petition that we obtained accuses of Mitala of ordering the release of two trucks of smuggled rice impounded from Senyi landing site in Ssi Sub County belonging to a one John Mubane. The allegations are that the rice owner paid Mitala a bribe of shs2m. Mubane denied being assisted by Mitala when we contacted him.

Miss use of fire Arm (AK-47)

The deputy RDC is in possession of an AK-47 rifle which he has on several times abused in public places. The RDC accuses Mitala of drinking himself silly and misusing the gun in bars and night clubs, threatening both his life and that of others. He demands that his deputy be disarmed to save his life and that of others.

Failure to Honor financial obligations

Any person borrows, when broke, but Mitala is not in good books of accounts in Buikwe where he has continued to borrow but failed to pay back. He is accused of borrowing shs500,000 from a one inspector of Police Ndide on August 6th 2015. He similarly went to Bukunja SACCO where he borrowed another shs500,000 that has now accumulated to shs1.3 million.

Irregular at the station

They accuse him of being irregular at the station due to the above debts thus making service delivery in the office of the RDC difficult. ‘Hon. Minister (Frank Tumwebaze), I seek your guidance on this matter and pray that you cause transfer to another district or station or find a sober DRDC for Buikwe. A transfer option is explored given the current political period,” concluded Munnulo.

Mitala responds

When we tracked him down, Mitala who walks with a support of a stick due to a blood clot he suffered late last year described the allegations as not surprising. “I am not surprised because Munnulo Nasser has just lasted three months in Buikwe having been transferred from Buyende due to his corruption,” said Mitala.

What are your reactions to these allegations? I asked Mitala?  Commenting on tampering with Katosi fuel, Mitala acknowledged going for the operation with the two officers and impounded the fuel. “Yes it is true we went for an operation like we always do and got fuel kept in some house. We impounded it and they poured two jerry cans (40 litters) in my car like is always the practice when we impound fuel. We can’t prove that that the fuel was stolen from the Katosi road works and nobody has come to complain,” he said.

Mitala Emmy

Mitala Emmy

Regarding ordering the release of the two trucks of smuggled rice, Mitala said; “anybody does help a friend when in trouble. It is true a friend of mine called me and I called the DPC to help him out, but it is not true that I got paid a bribe of shs2 million.”  Commenting on the issue of abuse of firearm, Mitala said he owns an AK-47 which he travels with day and night. “Munuulo doesn’t have a gun and he has been pressuring him to help him secure one so he is envious that his deputy has and he doesn’t have. We have issues with him including making attempts towards my wife in Kamuli so he is doing all he can to have me out,” he said. He said he has never drunk neither gone to a bar of night club with his gun. “I challenge him, or any resident to come out and claim when and where I pointed a gun to any person,” says Mitala.

Munnulo Nasser not clean either

The Investigator dug further to ascertain why Munuulo Nasser was transferred from Kamuli to Buyende and then Buikwe in a span of very short time. In a dossier that the Buyende District Local Government chairperson Kanaku Michael wrote to President Museveni on 3rd November 2014, Kanaku highlighted a series of issues against Munuulo.  He said that NRM was losing support in Buyende because of what he described as “erratic and demobilizing actions of the current RDC. “Munuulo Nasser who has upheld prejudice and Kamuli model of creating camps within the district”, said Kanaku in his 10 page petition to President Museveni.

He described Munuulo Nasser as a delegated staff who is initiating confusion which is likely to leave beyond his tenure in Buyende.

“His actions and activities are destroying the peace, stability and calmness in the district which has previously contributed to the overwhelming support of our party,” said Kanaku. Munnulo was accused of supporting opponents of sitting politicians. “My decision to write is a rare practice, but I have been forced into this because i cannot monitor, supervise and observe my own party and government downfall courtesy of someone from the presidents’ office under the cover of an RDC Called MUNUULO NASSER,” wrote Kanaku.

Kanaku accused Munuulo of building rival political camps in the district, protecting thieves, (He protected a one John Kisitu from Nkondo sub county in Buyende who stole shs36m belonging to NAADS), Distorting facts about the youth livelihood program, and inciting the public against civil servants.

Munuulo is accused of discouraging community contribution towards community projects. “The RDC while I presented the achievements of NRM in Namusita, Bukungu and Kidera, rubbished them thus campaigning against the movement achievements in the district,” said Kanaku.

Munuulo apart from the above also intimidated civil servants in Buyende by communicating directly to authorities in Kampala to have the civil servants interdicted without apparent cause.

“A person who is supposed to champion the anti-corruption cause in the district instead drew shs930,800 from the district to go to Kabale for the African day on Decentralization and never travelled there, surprisingly this the very person branding everybody corrupt,” said the dossier on Munuulo.

Indeed as the Buyende district chairman wrote warning president Museveni that he was not ready to work with Munuulo, he was transferred to Buikwe where just three months, tensions are beginning to rise again. Watch this space for the outcomes of the Frank Tumwebaze investigation outcome.

Makerere University together with the development organization CPAR Uganda are part of the five East African institutions in consortium with the University of St. Andrews that have been awarded 400,000 euros to fight tuberculosis.

The funding by the European & Developing Countries Clinical Trials Partnership (EDCTP) was extended to “Twende” project which works to empower nations’ diagnostic effort” in Tuberculosis.

Makerere University will work with the lead consortium in the project, the University of St Andrews in UK.

Twende is Kiswahili used to encourage one another to move forward. The project aims to understand and overcome the barriers to the implementation of better tuberculosis diagnostics.

“The project is a study that will research the barriers and opportunities of accelerating the uptake of successful tuberculosis diagnostics,” says CPAR Uganda’s managing director, also the social scientist on the project. She added, “In essence, the project will explore questions of how research innovations can quickly and sustainably be translated into policy and practice – going beyond the laboratories.”

Tuberculosis is a chronic chest infection that kills nearly 2 million people worldwide every year.  In a resource poor environment, diagnosis is difficult and it takes many months to get results back.

New diagnostics are being developed but few have been implemented yet in the areas where people need them the most.

Twende will create a platform to translate research innovations into policy and practice.  It will focus on the three East African countries of Uganda, Kenya and Tanzania, who are increasingly working together to solve their health problems.

Ms Owaraga says, “In the TWENDE Project, CPAR Uganda is in consortium with the University of St. Andrews (United Kingdom), Makerere University Kampala (Uganda), Kilimanjaro Clinical Research Institute (Tanzania), National Institute for Medical Research – Mbeya Medical Research Centre (Tanzania), Kenya  Medical Research Institute (Kenya) and the East African Health Commission of the East African Community. “

The study is being led by Dr Wilber Sabiiti and Professor Stephen Gillespie at the University of St Andrews, along with partners in Uganda, Kenya and Tanzania. They will work closely with the East African Health Research Commission (EAHRC) and national TB control programmes of each partner country.

Professor Gillespie said: “Twende gives us a great new opportunity to work with our African partners to explore and overcome the barriers that prevent implementation of promising clinical developments.”

Dr Sabiiti said: “Africa is moving forward and Twende is here to support this move by creating a platform that unlocks barriers and increases access to healthcare innovations by people who most need it.”

Twende will evaluate the extent of the implementation of two WHO approved molecular diagnostics and explore how to implement the rapid MYcobacterial Treatment Response Assay (MYTRA) developed by the University of St Andrews.

It will also assess the benefits of these methods to the

TB patients receiving training

health care system and gauge the attitude of health care staff and administrators to the funding of these tests, seek both local and international avenues to unravel the impediments to a wider uptake of effective TB diagnostics and engage policy makers to accelerate the uptake of research innovations.

The impact of this study is expected to be far-reaching, with findings applicable not only to TB but to the entire health care system.

Viewership for NTV is dwindling, a new survey has revealed. It may sound strange, but it is true, basing on survey conducted by the Major Media Research in Greater Kampala region.

According to the survey conducted in January 2016, a sample size of 500 households was interviewed using a random sampling in the 5 divisions of Kampala (Nakawa, Kampala Central, Kawempe, Rubaga, and Makindye). The households were interviewed using questioners.

When asked what station they think about Bukedde TV topped the answers given by the respondents with 35%, followed by WBS 30%, NTV 25%, ABS TV 10%.

NBS

NBS TV topped the list among the television watched by the respondents in the last seven days followed by Bukedde, NTV, ABS TV in that order.

However when asked what TV they preferred, the respondents suggested NTV followed by NBS, Bukedde and ABS TV. Under the news category, NBS TV scooped the day followed by NTV, Bukedde TV, WBS TV and UBC tailed.

BVS TV

For sports, the viewer’s said they love the sports presented by NBS, followed by NTV, Bukedde, WBS and super sport. The respondents said for entertainment, they loved WBS TV, followed by Bukedde TV, NTV, and urban in that order of preference.

For the live broadcast, NBS TV took the day followed by NTV, Bukedde and UBC, the state broadcaster.

Best politics TV was NBS TV followed by NTV, Bukedde, and WBS in that order.

Kampala Water Shortage To Be Solved By April – NWSC Earmarks Over 35M Euros For Addressing Dry Zones

By Patrick Jaramogi

January is usually a dry month despite pronouncements by the meteorological department of an anticipated el-nino until February.

The dry spell has caused the National Water and Sewerage Corporation (NWSC) to ration water in order to address the high demand in Kampala amidst the low supply.

But as the NWSC management explains in an exclusive interview with the Investigator; the short term suffering in Kampala is a leeway for a better water coverage in the city.

The acting managing director NWSC Eng. Johnson Amayo explains that Ugandans need to appreciate that there has been an increased population growth especially in urban areas. “As the population rises, the demand for water increases. But as NWSC, we have improvised several interventions both long and short term through large scale infrastructural development,” said Amayo.

What are these interventions? “Developing the water infrastructure needs sufficient resources which we lack at the moment. But it is not easy to convince people since all they want is to see water flowing,” he said. He explains that in order not to leave the population anticipating, NWSC has devised short term measures to ensure that despite the hardships, there is water. “Among the short term measures are rationing of water that has seen dry zones hit hard but also through the policy of some for all and not all for some.”

What measures has NWSC put in place to address shortage in dry zones? Amayo says due to insufficient resources, NWSC had decided to utilise 35m Euros out of the 212 million Euros funded by a consortium of European Union nations to address the water shortage in Kampala.

The 212m Euros was part of the funding for water infrastructural development including the Katosi water plant under the Kampala Water and Lake Victoria and Sanitation Project. ‘We picked on 35 m Euros to help us implement the Ggaba Water Supply Development and Namasuba Water Supply Development that will help produce 50 million litres of water a day to boost the Kampala demand.”

Demand for water in Kampala hits rocket high Eng. Johnson Amayo notes that the water rationing is due to the increased demand. Currently the demand for water in Kampala stands at 200 million litres yet the production at Ggaba is only 180 million litres. “To address these shortfalls, we have decided to revamp the Ggaba water works by boosting the water pumped to an additional 50 million litres. All is set and we hope to start pump testing by February 15. We shall then have at least 250 million litres a day that will suffice,” he said.

He explained that NWSC had so far laid an additional 23km of water pipe to Namasuba reservoir to take care of surrounding areas of Lubowa, Ndejje, Kyengera, Mutundwe, Kisigula. “We shall be pumping into the Namasuba 1 million litre reservoirs as we do the interconnections. By March all will be sorted out,” he said.

Naguru reservoirs to be boosted According to Amayo, the dry zones in Buwate, Kulambiro, Kiwatule, Najjera, Kisasi, Namugongo, Bulindo and surrounding areas will be boosted following the construction of a 6 million litre booster at the Centenary Park in Kampala. ‘We realised that another area that is water stressed is the Naguru Sub station. So we decided to lift water from the Nakesero reservoirs to add to the 22 million litre tank in Naguru,” he explained. Amayo said with an additional 6-7 million litres a day, the dry zones will have sufficient water. ‘The booster is ready all that is left is fixing a 500KV power line then we start pumping,” he said.

What are other interventions are in place?

According to the Kampala water engineer Andrew Sekayizi, a booster is being constructed in Kayanya to address the water shortages in the areas of Gayaza, Zirobwe, Kalagi, Kawempe mad Komamboga areas.

Sekayizi explains that the 1 million litre tank capacity booster is on target and will be ready by March. Amayo similarly said another plant is being planned for Mutundwe where another additional 1 million litre capacity tank will be constructed to address water shortages in the dry zones of Mutundwe and surrounding areas.

‘Additionally we have plans to boost water supply by constructing a 600,000 litre capacity booster in Lugoba- Kazo to cater for surrounding areas. In Matugga we shall have a reinforcement mill around Kawempe Police to improve water supply in Kawanda , Matugga and surrounding areas,”.

‘So basically our appeal to Ugandans especially our clients who are now over 200,000 is to use water sparingly as we promise to solve the issue of dry zones by Easter this year,” said Amayo.

HelpAge International Urges African Leaders To Adopt Protocol On The Rights Of Older People

HelpAge International is urging African heads of state to adopt a protocol on older people’s rights, at the 26th Summit of the African Union meeting in Ethiopia this week.

Dr Prafula Mishra, Regional Director at HelpAge International said, “Adoption of this Protocol provides the opportunity for African heads of state to demonstrate their commitment to every African’s human rights, at every stage of their life. It is a fitting way to mark the beginning of 2016: African Year of Human Rights.”

Older people across Africa can face harmful, negative ageist attitudes and behaviour towards them.

When asked how they were discriminated against, an older person from Cameroon said, “The doctor avoids touching me when consulting me.” A man from Uganda said, “I am considered a spent force with nothing left to contribute to society, that I have had my turn and should give way to the youth.” An older person from South Africa said, “South Africa is no different to most other nations, in that older persons often are discriminated against or experience inequality in society.”

Older women and men are also denied their human rights across different aspects of their lives. They are subjected to different types of violence and abuse, denied access to health care and an adequate standard of living and treated with disrespect because of their older age.

In a study conducted by HelpAge International in Mozambique in 2012, 74 per cent of older people surveyed said they had experienced at least one form of violence and abuse since the age of fifty, 22 per cent said their health needs had been neglected, 30 per cent said they had been refused work while 27 per cent said they had been refused a loan. 51 percent said that other people looked down at them and or treated them in a humiliating, shameful or degrading way.

“This protocol provides a framework for governments to end ageism and discrimination against older people in Africa,” said Jamillah Mwanjisi, Head of Policy, Advocacy and Campaigns, HelpAge International, East, West and Central Africa. “Adopting the Protocol would be a significant step by governments and provide them with a framework to help them meet their human rights obligations towards people in older age. It also provides us with an advocacy tool which we can use to challenge the ageist attitudes and behaviour that occur at every level of society, from the individual up to large institutions.”

The protocol reaffirms the rights of older people in Africa and outlines what governments must do to protect them. It covers a wide range of rights including prohibition of all forms of discrimination against older people; access to justice and equal protection before the law; the right to make decisions; protection from abuse and harmful traditional practices: the right to care and support; and the rights to employment, social protection, health, and access to education, transport and credit facilities, amongst others.

According to UN data, the Protocol to the African Charter on Human and Peoples’ Rights on the Rights of Older Persons in Africa, would protect the rights of 66.5 million older Africans if it is adopted. This is predicted to rise to over 105 million by 2030.
