President Yoweri Museveni says he was being sarcastic when he seemingly agreed with FDC’s Kizza Besigye on the relevance of Resident District Commissioners (RDCs).
Museveni, addressing journalists at Soroti State Lodge Tuesday, was responding to a question in relation to media reports on comments made during the last weekend.
While addressing a joint meeting of 2016 NRM flag-bearers at State House, Museveni for the first time seemed to agree with FDC presidential candidate Besigye who says the RDCs are ‘useless’. Besigye says he would do away with them upon becoming president.
Sources who attended the meeting that ended at midnight on Saturday, quoted the President saying, “For the first time, I agree with Besigye…. I may not agree with him on other things, but some RDCs are useless, we spend money on them but they don’t add anything…. They don’t explain government programmes and they don’t guide people on how to fight poverty….”
Addressing the media today, Museveni said he however has issues with RDCs who fail to do their work.

All districts in Teso sub-region are peaceful. Some farmers are even growing apples. There are tarmac roads, electricity.
The only issue remaining in Teso is poverty. Development already underway.
These people (opposition) say everything can be done at same time. That doesn’t make sense. We need to prioritise.
We have been putting aside UGX20bn for cattle compensation. We need UGX400bn.
This is a useful government. Those saying it is useless don’t know what they are talking about.
In 1986, we were collecting UGX5b in taxes. Today we collect UGX13,000bn. We have the money to compensate veterans.
On giving malwa groups UGX2m, Museveni says he is not stupid. Says he doesn’t drink but is aware some many Ugandans do. Opposition is criticising me but they are not on ground in villages.
